ICSW Global Program 2024-2028
The ICSW General Assembly held in Panama in April 2024 has adopted a new Global Program 2024-2028 for the organization. The document asserts that the International Council on Social Welfare (ICSW) is an international non-governmental organization focused on generating and disseminating knowledge about social development and welfare issues, advocating for evidence-based policies to combat social injustice and inequity.
ICSW works to build the capacity of its members to address social challenges, promote sustainable development goals, and foster climate justice through collaboration and knowledge exchange. It pilots and scales up innovative social policy interventions, empowering members to participate fully in society and advocating for policy changes at national and international levels to tackle structural inequalities.
Upholding the dignity and human rights of all individuals, including young people, older persons, people with disabilities, and indigenous people, is central to ICSW's mission. The organization is committed to gender equality and the empowerment of women and girls, facilitating intergenerational dialogue and learning. ICSW leverages technology and digital platforms to enhance advocacy, raise awareness, and engage with a broader audience while protecting digital rights. Historically, ICSW has emphasized social protection as a human right, supporting the Social Protection Floor Initiative and participating in international platforms to promote universal social protection.
Regarding the way forward the program indicates that ICSW should focus on several key policy areas in the coming years, relevant at both global and regional levels.
- First, targeted advocacy campaigns are crucial, (e.g. for promoting universal social protection or addressing structural barriers faced by vulnerable communities).
- Second, strengthening existing and forming new strategic partnerships with organizations like IFSW, IASSW, academic institutions, and policy think tanks is essential for gaining new insights and resources.
- Third, capacity development initiatives through training seminars, workshops, and conferences should be expanded to share best practices and facilitate peer learning.
- Fourth, embracing technology by improving the ICSW website, promoting digitalization, and leveraging social media can enhance knowledge dissemination and engagement.
Additionally, regional initiatives should focus on promoting civic engagement, intergenerational programs, and bridging the digital divide.
Finally, ICSW should empower marginalized populations by advocating for social inclusion and facilitating regional cooperation through hybrid interactions and study visits.
