INTRODUCTION

THE INTERNATIONAL Council on Social Welfare (ICSW) is pleased to publish this inaugural issue of our publication, Social Development Review. We hope that you will find this new quarterly informative, thought provoking and a pleasure to read. 

 The Review covers a broad range of social development issues. with a special focus on worldwide follow-up of governmental and non-governmental action with regard to the World Summit for Social Development. 

 In addition, each issue of the Review features a thematic supplement. We have chosen poverty as our first theme because 1996 is the VN International Year for the Eradication of Poverty and poverty is also a core issue of the Summit. 

 Throughout this publication, we have attempted to include perspectives and reports on activities from all those active in social development - be they representatives of governments, multilateral organizations or members of civil society. It is our sincere wish that over time you - the reader - will contribute material in order to enrich the inter- national content of this publication so that it reflects a diverse range of views and experiences. 

 We hope that you find the Social Development Review an enriching and stimulating publication.
