THE
International Council on Social Welfare (ICSW) has prepared this Summary
of Principal Commitments as part of our extensive efforts to promote implementation
of the agreements made at the World Summit for Social Development.
ICSW is a global non-governmental organisation
which represents organisations in more than 70 countries that are especially
concerned with improving social development, social welfare and social
justice. Most of our members are from developing countries, where rapid
progress in these areas is especially crucial.
ICSW gave a very
high priority to preparation for the Summit and, amongst other activities,
was closely involved in drafting extensive passages of the documents which
were agreed in Copenhagen. We were always aware, however, that the length
and diversity of the agreements could be a deterrent to people who were
not familiar with them.
We hope that
this brief Summary will be a useful introduction to the structure and scope
of the Copenhagen agreements, and an overview of the key priorities and
actions to which the world leaders committed themselves and their countries.
Since the Summit
in 1995, ICSW has commenced publication of a quarterly
magazine, Social Development Review, which
disseminates information, analysis and ideas about issues relating to implementation
of the Copenhagen agreements. We have also organized global, regional and
national forums of non-governmental organisations to assess and promote
Summit implementation. A further extensive series of forums is being conducted
in preparation for the UN’s Special Session on the review of the Summit
in the year 2000.
We wish to acknowledge
the invaluable financial support provided for these activities by a number
of principal donors including the governments of Canada, Denmark and the
United Kingdom, as well as the United Nations Development Programme and
the Friedrich Ebert Stiftung.
ICSW firmly believes
that the World Summit for Social Development is of great global significance.
We invite others to join in the struggle to achieve its implementation.
We would especially welcome participation in our series of forums, and
information or suggestions about other action to promote implementation
of the Copenhagen commitments.
