Conclusion


     This paper is, in effect, a work in progress. Further research, discussion and negotiation will inevitably and desirably modify some of the opinions expressed in it. This applies to the suggested priority issues and actions, as well as to the suggestions about the Copenhagen + 5 process. The International Council on Social Welfare looks forward to working with other civil society organizations, especially through our series of global and regional forums, in order to maximize the contribution which the Copenhagen Summit and the five-year review make towards reducing poverty, hardship and unfairness throughout the world.
